Job Description:

    Under the guidance of the Chief of Mission and the National Monitoring and Evaluation Officer, the incumbent will be responsible for conducting the evaluation of the Return Counselling Centre in Berlin, Germany. The centre has been providing open-ended return counselling for third-country nationals since 2006, helping them make informed decisions about voluntary return. The counselling aligns with the Voluntary Return and Reintegration Framework, emphasizing voluntariness, safety, and upholding migrants’ rights. The evaluation aims to enhance the services of the Information and Return Counselling Centre for returning migrants, focusing on assessing service quality, resource adequacy, visibility, accessibility, migrant satisfaction, and the overall effectiveness of the counselling processes. The evaluator will analyze the cooperative relationships with relevant stakeholders and provide recommendations for overall program improvement. The findings will inform decisions for enhancing the quality, efficiency, and effectiveness of services offered by the Berlin Centre and other counselling centres in Germany.

The evaluator is responsible for conducting the evaluation, ensuring the quality of outputs, applying the appropriate methodology, and delivering all evaluation products on time.:

    Qualifications:

    • Advanced degree in a relevant field such as social sciences or statistics
    • with a minimum of five years of experience in conducting evaluations.
    • Experience in Germany or the region
    • particularly in return and reintegration or related migration programming is preferred.
    • Skills in evaluation design
    • qualitative data collection and analysis
    • as well as drafting and editing in German are required.
    • Fluency in German and English is mandatory
    • with knowledge of another official IOM language being an advantage.
